Fire Ant declaration forms?

What declaration form do you need to take gravel to the auction? Gravel doesn't fall under any of those areas set aside. Which FAD is to be used, 'Extracted Soil or Waste', 'Turf' or for 'Potted Plants'. Actually it isn't stated as being a "risk material" how does it apply to us as fishkeepers who have had and kept gravel in tanks? Does the stuff need to be signed off by a DPI representative before taking it to the auction? Also what is the go for those of us who reside in non fire ants areas? Any help very much appreciated.
