hi cichlidkeeper.

all paint's are toxic to fish and marine paint's are not much better they all leach toxins into the water, i have used selley's silicone for aquarium's to coat the pvc pipeing with a thin layer of it and then coating it with fine layer of gravel the colour you want to get that effect and it look's good to, just like a nice cave.
but make sure you allow it to cure well before you put it in the tank.

selley's say 7 days but i leave it for two week's just to be safe hope this help's.

Risky  :(  Would have to be careful that it's non-toxic paint (obviously...)

How about using aquarium grade silicon and gravel? Here's a couple of photos of a some of mine - they blend in really well.

I have used a product called "Emastak", its a water based butumin paint.
I was recomended this by many people who built show display tanks.  One instance I used it on a foam background in a 2' tank to show africans @ the ekka.  I made the background on the weekend b4 the show (only had 2 days to dry b4 filling and placing fish in tank).  I still have this tank and has fish in it on and off for the last 8 yrs (even long term).  I purchased it from CSR (now Emoleum) @ Archerfield and from memory it was about $10 or $20 for 4L.  You can leave it plain, or whilst wet cover with fine gavel or sand.  I think you would be surprised by the number of people who use this method!!!!

 EMOLEUM
  Springwood Lvl 4, 13 -15 Dennis Rd 4127  (07) 3387 4200
  Strathpine 121 Kremzow Rd 4500  (07) 3480 7000
  Archerfield 150 Boniface St 4108  (07) 3875 2163

I hope this helps
Matt

hey jef, if you really want some black pvc (well plastic tubing :? ) , depending on what size diameter you want, the stuff they use for running mains water line to your house is black, so no need to paint... usually theres some good sized offcuts around new estates 8)

If your going to use Pondtite on PVC make sure you roughen it up with a file as it doesn't stick too good to smooth surfaces.

You can also buy tar based paints etc. from Bunnings and the like. Ormanoid is a popular 1 along the lines of what Matt said. They are used for water tanks, roofs and guttering. Perfectly safe for humans and fish alike. Hope this helps.
Cheers,
Bryce.
