I have a Java fern with lots of fernlets? does anyone know how to propergate the little buggers?

You shouldnt have to do anything. The fernlets will grow on the leaves and you can then remove them once they are big enough to attach to something. Otherwise just leave them on the leaves and they will continue to grow.

Mine grow like weeds, I have buckets full of them.
